La respuesta rápida

Usa un comparativo para comparar dos cosas: taller, bigger, more expensive, normalmente seguido de than. Usa un superlativo para poner una cosa por encima de todas: the tallest, the biggest.

La regla

La forma depende de la longitud del adjetivo. Los adjetivos cortos de una sílaba añaden -er y -est: tall, taller, the tallest. Los adjetivos largos de tres sílabas o más usan more y most: more expensive. Los de dos sílabas terminados en -y cambian la y por i: happy, happier.

El comparativo suele ir seguido de than. El superlativo casi siempre lleva the delante. Algunas palabras muy frecuentes no siguen la regla: good, better, the best.
